Stats & Trends: Ocean Energy Market Outlook 2025

The annual key trends and statistics publication from Ocean Energy Europe presents the latest state-of-play of the ocean energy sector in Europe and worldwide. This year’s edition focuses on the market outlook to 2030.

According to the report, 16 publicly funded farms, with around 200 devices and 196 MW in total, are scheduled for deployment in Europe by 2030. National targets and commitments account for a further 650 MW over the same period.

Tidal and wave pipeline

Europe’s tidal pipeline comprises 11 pre-commercial farms, representing 172 MW and 140 devices. The UK’s Contracts for Difference auctions and French feed-in tariffs have been the main drivers. France has also committed to a 250 MW commercial tidal tender by 2030.

For wave energy, five publicly funded farms, representing 24 MW and 66 devices, are due by 2030. These include a 10 MW project in Portugal supported by a €40m Innovation Fund grant, the largest wave farm allocated to date.

Manufacturing and investment

The pipeline is beginning to translate into manufacturing investment. In 2025, a dedicated tidal turbine assembly facility was announced in Hamburg, with capacity for 25 to 30 drivetrains a year. Developers are also working with local shipyards and suppliers.

The report records €150m of private investment in ocean energy over the past five years, with 2025 levels unchanged from 2024. European grants reduce the capital required for the first farms, while revenue support provides the predictable income needed to make projects bankable.
