IEA-OES Annual Report 2025

The IEA-OES Annual Report 2025: An Overview of Ocean Energy Activities in 2025 has been released, published in the 25th anniversary year of the International Energy Agency’s Ocean Energy Systems Technology Collaboration Programme. Key points include:

  1. International Roadmap for Ocean Energy: In 2025, IEA-OES structured its work around the four pillars of its roadmap to develop 300 GW of ocean energy by 2050: Market Pull, Technology Push, Infrastructure, and Regulatory Development.
  2. Growing technology maturity: Across member countries, devices operated for longer periods in real-sea conditions and pilot arrays progressed towards pre-commercial scale.
  3. Country Reports: Detailed updates from the 20 member countries and the European Commission cover national ocean energy policies, research advancements and deployment progress.
  4. Policy Trends: Ocean energy is increasingly integrated into broader national energy transition strategies, even where dedicated support schemes remain limited. Regulatory and planning frameworks became clearer in several countries, with greater coordination with other offshore activities.
  5. Collaborative Tasks: The report gives an overview of the joint IEA-OES Tasks that underpin global progress on technical, environmental and policy challenges.

The report stresses that sustained international collaboration is essential to turn innovation into credible clean energy solutions, while safeguarding marine ecosystems.
